The document sets out the need for Government action to support new mothers, with the aim of improving babies’ health and saving the NHS millions of pounds a year.
She said many mothers felt reluctant to breastfeed but it was the best way to feed newborns.
She added: "It gives protection against diseases that no formula can, and changes daily to meet your babies’ needs.
"Sadly, many women, for a variety of reasons, feel reluctant to breastfeed, but I believe it should be the normal acceptable thing to do.
"The World Health Organisation recommends that infants should be exclusively breastfed for the first six months of life and continue to be breastfed alongside the introduction of solids for up to two years and beyond.
"Yet sadly, virtually no babies in the UK are exclusively breastfed for six months.
"The Unicef Baby Friendly Initiative is working with the health service so mothers understand more about breastfeeding and are enabled to breastfeed if they wish to.
"This is a vitally important health issue and we need commitment and resourcing from Government to ensure all hospital and community staff receive the right level of training."
Hugh and Jemima reconcile? - Mar 27 2007
Hugh Grant Grant and Jemima Khan rekindle their romance?
The couple were apparently spotted meeting up on Saturday night and again the following day - leading to speculation that they could get back together.
The Daily Mirror reports that Hugh, 46, and Jemima, 33, went back to Hugh’s house in Chelsea, west London for a night-cap on Saturday night after meeting for a date.
Jemima left the actor’s house at midnight and drove home to Fulham, but the pair were spotted the next day with Hugh wearing the same clothes as the night before.
They split up last month, but according to the Mirror, friends believe that these latest meetings show that they might still get back together.
"It was Jemima who dumped Hugh. She issued him with an ultimatum - commit or move on and he dithered. But it would be a mistake to write them off. Hugh is missing her and is looking for a way to make amends.
"Maybe Jemima left his house on her own to put people off the scent and he sneaked to hers when the coast was clear."
Jemima gloomy on night out - Mar 6 2007
Hugh Grant’s former girlfriends Liz Hurley and Jemima Khan couldn’t have had more different weekends, it seems.
While La Hurley was celebrating getting hitched to millionaire Arun Nayar, newly-single Jemima was ashen-faced on a night out, according to the Daily Mail.
Dressing down in jeans and a buttoned up coat, the 33-year-old ventured out for dinner at La Famiglia in Chelsea, before heading to the Cuckoo Club.
A diner told the paper: "She looked pretty miserable throughout the dinner. She was fidgety and kept distractedly twiddling her hair around her finger. She really did not look happy.
"Her friends kept trying to make her laugh and although she did break into a smile a couple of times it was obviously quite an effort to do so.
"By the end of the meal she was anxious to pay up and get out as quickly as possible and virtually sprinted outside to her car."
